2. APHIS Prohibits Certain Citrus Seed Imports from CVC Countries
The Animal and Plant Health Inspection Service has issued an interim rule, effective April 6, 2010, which prohibits the importation of propagative seed of several Rutaceae (citrus family) genera from countries where citrus greening/citrus variegated chlorosis (CVC) is present, and requires a phytosanitary certificate and additional declaration from other countries. 3. APHIS Considers Removing Czech Republic, Sweden from Avian Flu List
The Animal and Plant Health Inspection Service is announcing the availability of an evaluation for review and comment of the animal health status of the Czech Republic and Sweden relative to the H5N1 subtype of highly pathogenic avian influenza (HPAI), to consider removing these regions from its list of regions affected with HPAI H5N1. 4. DOT is Seeking Maximum Civil Penalty from Toyota
Transportation Secretary LaHood announced that the National Highway Traffic Safety Administration is seeking the maximum civil penalty of $16.375 million against Toyota Motor Corporation for failing to notify the auto safety agency of the dangerous "sticky pedal" defect for at least four months, despite knowing of the potential risk to consumers. 5. ATF Announces Indictment of Three for Illegal Arms Sales to Bolivia
The Bureau of Alcohol, Tobacco and Firearms has announced the April 1, 2010 indictment of Moises Vargas Rojas of Miami, Frank Roman Goycochea of Miami, and Alfredo Asbun of Santa Cruz, Bolivia, in connection with their participation in an alleged conspiracy to illegally export arms to Bolivia. The defendants falsely told the shippers that the boxes contained automobile parts. 6. OFAC Quarterly Report of Licensing Activities
The Office of Foreign Assets Control has released its Quarterly Report of Licensing Activities, covering activities undertaken by OFAC under Section 906(a)(1) of the Trade Sanctions Reform and Export Enhancement Act of 2000 (TSRA) from October through December 2009. 7. WTO Posts Paper on Export Restrictions on Strategic Raw Materials
The World Trade Organization has posted a paper on export restrictions applied to strategic raw materials and their impact on trade and global supply. In some cases, production of these raw materials is so concentrated that over half of world production occurs in a single country. This can lead to dependence on producer countries by those that consume the materials or goods made from them. 8. CBSA Further Extends ACI Grace Period for U.S. FROB Cargo
The Canada Border Service Agency is further extending the grace period for Advance Commercial Information (ACI) notification requirements for US-loaded FROB cargo, until September 30, 2010. During its review of this notification requirement, CBSA reserves the right to cut short the grace period with 90 days advance notice. 9. CBSA Concludes Reinvestigation of AD Values, Prices of Copper Pipe Fittings from U.S., China, Korea
The Canada Border Services Agency concluded an antidumping re-investigation of the normal values and the export prices of certain copper pipe fittings originating in or exported from the United States, South Korea, and China pursuant to the Special Import Measures Act (SIMA).
