The Department of Energy is requesting information from stakeholders on questions pertaining to the Buy American provisions of the American Recovery and Reinvestment Act of 2009. DOE is requesting information regarding (1) the availability of manufactured goods produced in the U.S. that are needed to carry out certain projects; and (2) the application and implementation of certain Buy American provisions in Recovery Act projects. The Justice Department has published a fact sheet listing the Major U.S. Export Enforcement Prosecutions from 2007 to the present. This 'snapshot' also includes embargo-related criminal prosecutions. All result from investigations by U.S. Immigration and Customs Enforcement, the Federal Bureau of Investigation, the Bureau of Industry and Security, and other law enforcement agencies. 3. President Continues Blocked Property Sanctions Under Cte d'Ivoire EO

The President has issued notice that he is continuing for one year the national emergency declared in Executive Order 13396 "Blocking Property of Certain Persons Contributing to the Conflict in Cte d'Ivoire" to deal with the unusual and extraordinary threat to the national security and foreign policy of the U.S. constituted by the situation in or in relation to Cte d'Ivoire and ordered related measures blocking the property of certain persons contributing to the conflict in Cte d'Ivoire. 4. ITA Announces Trade Mission to Colombia and Panama

The International Trade Administration's U.S. and Foreign Commercial Service is organizing a Trade Mission to Bogot and Cartagena, Colombia and Panama City, Panama, November 15-18, 2010, to be led by a senior Commerce official. The mission will be comprised of U.S. firms representing a cross section of U.S. industries with growing potential in the target markets, including, but not limited to the following sectors: building products; computers; components and peripherals; construction equipment; electrical power systems; security and safety equipment; telecommunications equipment; and travel and tourism services. 5. ATA Joins Suit Challenging California Low Carbon Fuel Standard

The American Trucking Associations joined petroleum refiners and other end-users in a legal challenge to California's recently enacted low-carbon fuel standard (LCFS). The regulation adopted by the California Air Resources Board requires annual reductions in the carbon intensity of gasoline and diesel over the next ten years. The LCFS regulation falls directly upon fuel providers (refiners, importers and blenders of fuel), but will impact end-users because of associated fuel price increases. 6. Washington State Launches Chemical Reporting Pilot for Children's Products

Washington State's Department of Ecology has initiated a pilot reporting program to inform its development of a rule to address a new legislative requirement to have manufacturers disclose chemicals of concern in children's products. The Department of Ecology also released a draft list of 66 chemicals that would trigger reporting as part of the draft rule. 7. State & Interturbine Settle Proposed Charges of Violations of AECA, ITAR

The State Department and Interturbine Aviation Logistics Gmbh, Germany and its Texas Branch Office, Interturbine Aviation Logistics GmbH, LLC (Interturbine), have reached an agreement to resolve violations of the Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR) committed by Interturbine in August and September of 2004. 8. AAFA Launches Industry Haiti Reconstruction Task Force

In an effort to support and provide long-term assistance to the people of Haiti, the American Apparel & Footwear Association (AAFA) has announced it has created the Haiti-AAFA Recovery and Reconstruction Team, a member-led task force that will provide key apparel, footwear, and textile industry insight as relief operations continue and reconstruction planning begins in Haiti. 9. CPSC Announces Closed Compliance Meeting on February 3rd

10. State Dept Removes Nonproliferation Measures on Russian Entity

11. China to Extend AD Duties for 5 Years on U.S. Exports of Phenol

China's Ministry of Commerce has announced that China will extend antidumping measures by five years on imports of phenol from Japan, the Republic of Korea, the U.S. and Taiwan. However, MOFCOM did not provide further information concerning what the measures were and when they would take effect. 12. DOT Secretary Issues Statement on Toyota Recalls

Secretary LaHood of the Department of Transportation issued a statement and details on the two recalls Toyota has issued for various models - one for a sticky pedal, and one for pedal entrapment, stating that each recall has a different root cause. 14. DDTC Posts Consent Agreement with Aviation Logistics Company

The Directorate of Defense Trade Controls has posted a consent agreement, proposed charging letter, and order against Interturbine Aviation Logistics GmbH, which entered into a consent agreement to settle 7 violations of the Arms Export Control Act and International Traffic in Arms Regulations in connection with unauthorized exports of defense articles. 16. Canada to Impose AD Duties on Certain Steel Plate from Ukraine

The Canadian International Trade Tribunal has determined that the dumping of hot-rolled carbon steel plate and high-strength low-alloy steel plate from the Ukraine had not caused injury but was threatening to cause injury to the domestic industry.
