3. Updated List of RLF Operational Locations
CBP has posted a document listing the Remote Location Filing operational locations. The list includes the port name, port code, the Electronic Invoice Program (EIP)/RLF coordinator, the phone number (and extension, if applicable), and the fax number for each location. 4. CBP Posts Its FY 2009 CDSOA Annual Report
CBP has posted its fiscal year 2009 Continued Dumping and Subsidy Offset Act (also known as the "Byrd Amendment") annual report. This report contains three sections:
FY 2009 Annual Disbursement Report. This report contains information on the disbursements for FY 2009 and includes case number, case name, the number CBP assigned to each certification, claimant name, dollar amount certified, allocation percentage, and dollar amount paid.
Uncollected Duties for FY 2009. This report lists the amount of uncollected duties on each case as of September 30, 2009. These amounts were subtracted from the liquidated duties on each case, as CBP cannot disburse funds that have not yet been collected. CBP states that all collections on these bills that take place in the future will be disbursed in the year in which they are received.
FY 2009 Clearing Account Balances as of October 1, 2009. This report lists the amounts contained in the Clearing Account for each case. These amounts represent duties filed with the entry and are preliminary numbers and may be refunded at liquidation to the importer of record based upon Commerce Department's final determination on the case, which may not occur during the current year. Funds do not transfer from the Clearing Account to the Special Account for CDSOA distribution until liquidation occurs. The Clearing Account does not include additional duty assessed at liquidation or reliquidation. 5. CBP Adds Two Ports, Lists All Ports Designated for Departure of Nonimmigrant Aliens Subject to Special Registration
In its December 17, 2009 CBP Bulletin, CBP is announcing that it is adding two new ports of entry to the list of ports through which nonimmigrant aliens subject to special registration requirements may depart from the U.S. The new ports-of-entry include Oakland International Airport, California and Saipan, the Commonwealth of the Northern Mariana Islands. 6. Border Patrol's Weekly Blotter

7. CBP Messages on AD and CV Duty Actions
The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
