Recent CBP Bulletins Contain No Ruling Actions Due to Internal Review
According to U.S. Customs and Border Protection sources, recent CBP Bulletins - those issued since September 3, 2009 - contain no proposed changes to classification and other rulings, and no modifications or revocations to such rulings, due to CBP's conduct of an internal review of this process.

Last such action occurred Sept 3. The last such action was published in the September 3, 2009 CBP Bulletin, which proposed to revoke a ruling on the dutiability of buying commission payments.
Withdrawals, delayed enforcement since then. Since that time, CBP published in the September 10, 2009 Bulletin a notice correcting an August 2009 bulletin notice that revoked certain rulings on auto-samplers for chromatographs and DNA sequencing genetic analyzer machines.
In mid-September, CBP announced to the ports that it was delaying enforcement, until further notice, of a new requirement contained in a ruling modification to enter and manifest any amount of residual chemicals or other cargo in a container that is imported, that was slated to take effect on September 16, 2009.
In the October 1, 2009 CBP Bulletin, CBP withdrew its July 17, 2009 notice proposing to modify or revoke 20 rulings concerning the "Jones Act" transportation of merchandise, and to modify 15 rulings concerning vessel equipment as they pertain to the "Jones Act" coastwise law. Those proposals resulted in the submission of 141 comments.
Review was requested by Acting Commissioner. Trade sources indicate that the internal review was requested by the Acting Commissioner. CBP sources did not say when the review would be completed, but expected Bulletin ruling notices to be quickly issued once again when completed.
