According to China's Administration of Quality Supervision, Inspection and Quarantine, AQSIQ and the U.S. Consumer Product Safety Commission signed a Joint Announcement at the recent U.S.-China Consumer Product Safety Summit in which the U.S. expressed its intent to introduce a series of policies and activities in the following months to stress the responsibilities of U.S. importers as members of the supply and distribution chain, including stressing procedures to ensure product quality during manufacture and before entering the market such making sure foreign producers fully understand the requirements of U.S. government on the products. 2. WTO SPS Committee Meeting Covered Transparency, H1N1, China Review

The World Trade Organization announced that during a recent meeting of the Sanitary and Phytosanitary Measures (SPS) Committee, WTO members: (i) tentatively agreed on procedures to improve information on special treatment for developing countries on food safety and animal and plant health; (ii) continued to comment on each others' measures, including mad cow disease, foot and mouth disease, the H1N1 virus, etc; (iii) undertook the latest annual review of how China is implementing its SPS obligations under its membership agreement; (iv) held discussions on private sector standards; and (v) moved towards completing the third review of how the SPS Agreement is working. 3. Port of New York/Newark to Host 10+2 Outreach Events

4. WCO Announces Upcoming Congress on Combating Counterfeiting and Piracy

The World Customs Organization is announcing that the Fifth Global Congress on Combating Counterfeiting and Piracy will be held in Cancun, Mexico from December 1-3, 2009 with the theme "Bridging Boundaries for Shared Solutions". 5. Hanjin Asks FMC to Allow "Universal Notice" Instead of Individual Service Contract Amendments

The Federal Maritime Commission is requesting comments by November 16, 2009 on Hanjin Shipping Co., Ltd.'s petition for an exemption to allow it to submit a "universal notice'' to the FMC of its upcoming corporate reorganization, in lieu of requiring individual service contract amendment filings with respect to more than 2,700 service contracts. 6. FDA Announces New Guidance for Owners and Operators of Domestic Tobacco Product Establishments

The Food and Drug Administration is announcing the availability of the guidance entitled ''Registration and Product Listing for Owners and Operators of Domestic Tobacco Product Establishments'' in order to facilitate compliance with the new Family Smoking Prevention and Tobacco Control Act. 7. OFAC Unblocks Names of Two Entities, One Individual

Effective November 3, 2009, the Office of Foreign Assets Control is removing the name of two Swedish entities and one Belgium individual from the list of Specially Designated Nationals and Blocked Persons whose property and interests in property have been blocked pursuant to Executive Order 13224, Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten To Commit, or Support Terrorism. 8. OMB Approves BIS Final Rule on Albania and Croatia

The Office of Management and Budget has approved a Bureau of Industry and Security final rule that will amend the Export Administration Regulations (EAR) based upon the accession of Albania and Croatia to formal membership in the North Atlantic Treaty Organization (NATO). 9. OMB Approves DEA Final Rule on List I Status for Ergocristine

10. WTO Issues Trade Policy Reviews for Niger and Senegal

The World Trade Organization has issued Trade Policy Reviews for Niger and Senegal. Since the previous joint review of their trade policies in 2003, the economic performance of Niger and Senegal has been similar, with an annual average rate of growth of 5.1% for Senegal and 5.0% for Niger. 11. Japan-Peru Investment Agreement to Enter Into Force Dec. 10, 2009

12. CBSA Reinvestigates Dumping of Certain Copper Pipe Fittings from the U.S., Korea, China

The Canada Border Services Agency has initiated a re-investigation of the normal values and export prices of certain copper pipe fittings originating in or exported from the U.S., the Republic of Korea and the People's Republic of China. The CBSA is not initiating a re-investigation of the amount of subsidy respecting certain copper pipe fittings from China at this time.
