Presentations from BIS' Update Conference on Export Controls Available
During the Bureau of Industry and Security's Update Conference on Export Controls on September 30-October 2, 2009, various officials from BIS, the Census Bureau, the State Department, U.S. Customs and Border Protection, and other agencies gave presentations on various topics.

Timely, relevant coverage of court proceedings and agency rulings involving tariffs, classification, valuation, origin and antidumping and countervailing duties. Most of the presentations included handouts, which cover the following topics:
Mandatory Automated Export System. Legal requirements for mandatory AES, routed transactions, AES filing time frames, penalties. Also, AES filing methods, AES filing options (predeparture and postdeparture), common AES problems, AES proof of filing citations, AES downtime policy, and voluntary self disclosure.
Commodity Jurisdiction. Commerce Department-State Department jurisdictional issues regarding exports, the State Department's commodity jurisdiction (CJ) process, changes implemented under the new National Security Committee's CJ guidelines, and the role of the Defense Department in commodity jurisdiction and provides hints for CJ submittals.
Export Compliance Interagency Panel. Exporter Export Administration Regulation compliance rates in AES, the next steps for EAR compliance in AES.
Encryption Workshop. Encryption, including self-classification, modification of products, mass market review, licensing and encryption licensing arrangements, etc.
ITA Products and Services for Exporters. ITA's Manufacturing and Services, Market Access and Compliance, Import Administration, and Trade Promotion and U.S. & Foreign Commercial Service. Also, the types of products and services it offers to exporters (consulting and advocacy, market research, finding international partners, and trade events).
Mapping out a Compliance Strategy. How to develop an export management and compliance program (EMCP), elements of an EMCP, obtaining EMCP assistance (counseling, webinars, etc.), recordkeeping, etc.
Status of Export Control Initiatives. Expanded Entity List, review of the Commerce Control List, encryption, de minimis, and intra-company transfer license exception (ECT).
Export Control Officer Panel Discussion. Overviews of China, Russia, United Arab Emirates, Hong Kong, India and information on export opportunities/challenges in the countries.
Foreign Policy-Based Controls Panel. BIS' foreign policy-based controls, including information on the regulatory policy, licensing activity, etc. for Cuba, Iran, North Korea, Sudan, Syria, and Burma. Also, an overview of the Office of Foreign Assets Control licenses and exemptions, its application process, licensing determinations, and recent actions or policies of interest.
Export enforcement year in review. The past year's export enforcement activities, including statistics, end-use check and program statistics, boycott statistics and trends in boycott prohibited boycott requests.
Sensitive dual-use and military technology. Government Accountability Office's Foreign Audits and Special Investigations activities, including its mission and what it has found regarding illegal exports.
International perspectives in export controls. Export control systems in Sweden, Switzerland, and the Netherlands.
Release of technology. Technology license requirements, publicly available information, including guidance on commodity descriptions, end-use. Also, National Nuclear Security Administration's technology security activities, etc.
Supply chain security. BIS activities which increase supply chain security, the core elements of a compliance program, emerging issues for compliance, etc.
Voluntary Self Disclosures Panel. BIS and State Department voluntary self-disclosure process, etc.
