2. China's GDP Expected to Grow 8.2% in 2009
The Asian Development Bank has revised its forecast on China's year-on-year economic growth to 8.2% for 2009. The new projection for this year is higher than the bank's previous forecast of 7% on March 31, 2009 and above the goal of 8% set by the central government. 3. PHMSA Corrects Effective Date for Final Rule on Shipper ID Info on Hazmat Shipping Papers
The Pipeline and Hazardous Materials Safety Administration is correcting the effective date of its October 19, 2009 final rule on shipper identifying information to be included on hazmat shipping papers. The effective date of the final rule is corrected to October 1, 2010; the voluntary compliance date remains November 18, 2009. 4. USTR, Bahrain Hold FTA Joint Committee Meeting
Representatives of the U.S. and the Kingdom of Bahrain convened a meeting of the Joint Committee of the U.S.-Bahrain Free Trade Agreement. At the joint committee meeting, officials discussed a broad range of trade issues, including operation of the FTA and initiatives to increase cooperative efforts on labor rights and environmental protection, as well as trade initiatives by the Gulf Cooperation Council, of which Bahrain is a member. 5. ITA Initiates AD Investigations on Certain Copper Pipe and Tube from China and Mexico

President Obama has issued a notice announcing that he is continuing the national emergency with respect to the situation in or in relation to the Democratic Republic of the Congo beyond October 27, 2009, for another one year period. 7. DOE Amends Test Procedures for Fluorescent Lamp Ballasts
The Department of Energy has issued a final rule, effective November 23, 2009, that will amend its test procedures for fluorescent lamp ballasts in the standby mode, as required under the Energy Policy and Conservation Act. 8. OFAC Blocks Property of German National Under Terrorism Act
The Office of Foreign Assets Control is publishing the name of one German national (born in Morocco) whose property and interests in property have been blocked, effective October 15, 2009, pursuant to Executive Order 13224, ''Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten To Commit, or Support Terrorism.'' 9. FDA Posts Enforcement Report for October 21st
The Food and Drug Administration has posted its Enforcement Report for the week of October 21, 2009. The report contains information on actions taken in connection with agency regulatory activities. 10. APHIS Panicle Rice Mite PPQ Manual Updated
On October 21, 2009, APHIS updated its Plant Protection and Quarantine (PPQ) Panicle Rice Mite Manual. This manual provides PPQ personnel and cooperators with information and procedures for surveys, sample processing, regulatory actions, and treatments of regulated commodities associated with the Panicle Rice Mite. 12. EU Parliament Members Seek Stronger Partnership w. U.S. on Global Challenges
European Members of Parliament recently adopted a resolution seeking a reinforced EU-U.S. partnership to deal with common global challenges such as nuclear proliferation, terrorism, climate change, pandemics, and to achieve the Millennium Development Goals. 13. CBSA Reinvestigates Dumping of Waterproof Footwear from China
Canada Border Services Agency (CBSA) has initiated a re-investigation of the normal values and export prices of certain waterproof footwear and bottoms made of plastic or rubber from China. The re-investigation is part of the CBSA's enforcement of the Canadian International Trade Tribunal's order issued on December 7, 2005.
