4. Long Beach Extends Comment Period for Proposed Rail Facility
The Port of Long Beach has extended the period for written comments on a proposed On-Dock Rail Support Facility that would help increase the use of "on-dock" trains and reduce the need for local truck trips near the Port. The public is invited to submit written comments until October 9, 2009 (the previous deadline was September 25). 5. DDTC Posts Updated List of Statutorily Debarred Parties

6. FMCSA Extends Comment Date on Unified Carrier Registration Plan Proposed Rule
The Federal Motor Carrier Safety Administration has extended the time for submitting comments for an additional ten days for the proposed rule on fees for the Unified Carrier Registration Plan and Agreement published on September 3, 2009. 8. EPA Issues Direct Final Rule on SNURs for 12 Chemical Substances
The Environmental Protection Agency has issued a direct final rule on significant new use rules under section 5(a)(2) of the Toxic Substances Control Act (TSCA) for 12 chemical substances that were the subject of premanufacture notices (PMNs). This action requires persons who intend to manufacture, import, or process any of these 12 chemical substances for an activity that is designated as a significant new use by this rule to notify EPA at least 90 days before commencing that activity. 9. Commerce to Offer Webinar for Industry on Climate Change
The Department of Commerce will host a Webinar for industry on Climate Change on September 22, 2009 to learn from U.S. government officials about the status of current negotiations, key issues, and potential commercial opportunities. Private sector stakeholders will also be able to advise U.S. officials on the commercial impact a new United Nations Framework Convention on Climate Change (UNFCCC) agreement. 10. FDA to Hold Public Meeting on Int'l Conference on Harmonization
The Food and Drug Administration will hold a public meeting on October 14, 2009 to provide information and receive comments on the International Conference on Harmonization (ICH) and other issues. 11. OFAC Unblocks 7 Individuals, 1 Entity under Narcotics EO
The Office of Foreign Assets Control is publishing the names of seven individuals and one entity whose property and interests in property have been unblocked pursuant to Executive Order 12978 of October 21, 1995, Blocking Assets and Prohibiting Transactions With Significant Narcotics Traffickers. 12. BIS' Request to Continue to Deny Export Privileges to Mahan Airways Granted
The Bureau of Industry and Security has issued a notice on the order to grant BIS' request to renew for 180 days the Order Temporarily Denying the Export Privileges of Respondent Mahan Airways, as the renewal is necessary in the public interest to prevent an imminent violation of the EAR. 14. FWS Final Rule Lists 3 Foreign Bird Species of Petrel as Endangered
The Fish and Wildlife Service has issued a final rule, effective October 14, 2009, to extend Endangered Species Act (ESA) protection to three species of petrels - the Chatham petrel, the Fiji petrel, and the magenta petrel. Addition of a foreign species to the federal list of threatened and endangered species places restrictions on the importation of either the animal or its parts.
