The Commissioners of the Consumer Product Safety Commission have approved an interim final rule containing the CPSC's interpretation of the statutory and other civil penalty and mitigation factors that may be considered for "knowing" violations of the prohibited acts listed in the Consumer Product Safety Act, the Flammable Fabrics Act, and the Federal Hazardous Substances Act, as amended by the Consumer Product Safety Improvement Act of 2008. 2. Japan's Minister of METI Says U.S. Should Completely Abolish "Zeroing"
Japan's Minister of Economy, Trade, and Industry issued a statement regarding the recently announced World Trade Organization Appellate Body ruling against the U.S. use of antidumping "zeroing." Among other things, the Minister strongly requests that the U.S. accept the Appellate Body ruling and immediately and completely abolish zeroing. 3. ITA Announces Decision to Begin AD/CV Investigations on Certain Bricks from China, Mexico
The International Trade Administration is announcing its decision to initiate antidumping and countervailing duty investigations on imports of certain magnesia carbon bricks from Mexico and China. 4. OFAC Adds Entities & Individuals, Makes Changes to SDN List
The Office of Foreign Assets Control has added an individual and four entities to its Specially Designated Nationals list. OFAC has deleted an entity and made a change to an entity on the SDN list. 5. BIS Export Enforcement Major Cases for August 2009
The Bureau of Industry and Security has issued its August 2009 Major Cases List, which summarizes some of BIS's most significant cases. The Major Cases List is comprised of two sections: new additions to the List are highlighted first, followed by major cases from over the last several years grouped by case focus. 6. Federal Guidelines for Businesses to Plan for Upcoming Flu Season
The Department of Homeland Security has posted new guidance for businesses to plan for and respond to the upcoming flu season. The guidance, released by the Centers for Disease Control and Prevention, is designed to help employers prepare now for the impact of seasonal and 2009 H1N1 influenza could have this fall and winter on their employers and operations. 8. APHIS Animal Product PPQ Manual Updated
The Animal and Plant Health Inspection Service has issued an August 17, 2009 updated version of the Plant Protection and Quarantine Animal Product Manual. This Manual provides the background, procedures, and regulatory actions to enforce the regulations governing the import and export of animals, animal products, and animal by-products. 9. APHIS Postentry Quarantine PPQ Manual for State Inspectors Updated
APHIS has issued an August 12, 2009 version of its Postentry Quarantine PPQ Manual for State Inspectors. This manual covers procedures for conducting PEQ tasks beginning with the request to approve a growing site and ending with the release or refusal of the plant material. 10. CBSA Revises D Memorandum on Tariff Classification of Marble and Granite Slabs
Canada Border Services Agency has revised its Memoranda D10-17-38 - Administrative Policy - Tariff Classification of Marble Slabs and Granite Slabs. The revision reflects a clarification and amendment to the previous CBSA policy regarding the classification of marble and granite blocks or slabs, as a result of a Canadian International Trade Tribunal decision.
