2. China Formally Requests WTO Panel on U.S. Poultry Restrictions

China's Ministry of Commerce reports that China has formally requested a World Trade Organization dispute settlement panel to investigate and rule on whether a U.S. ban on Chinese poultry imports violates WTO regulations. 3. DHS' Inspector General Report on Critical Infrastructure Assets, Systems

The Department of Homeland Security Office of Inspector General has issued a report on efforts to identify critical infrastructure assets and systems, as required by the Implementing Recommendations of the 9/11 Commission Act. 4. DHS Secretary, Governors Show Support for Pass ID

Department of Homeland Security Secretary Napolitano met with U.S. governors at the National Governors Association (NGA) Conference recently to discuss Gulf Coast emergency preparedness efforts, H1N1 flu and the Pass ID secure identification legislation. The group called on Congress to act quickly to pass the legislation, citing the bill's strong privacy protection provisions, reduced costs and greater flexibility for states, all of which would enable standards to be fully implemented a year ahead of the current REAL ID deadline of 2017. 5. Port of Long Beach Rolls Out Another 100 Clean Trucks

The Port of Long Beach recently awarded subsidies for 100 new trucks, of which 98 were alternatively fueled liquefied natural gas (LNG) models. The trucks will add to a growing local fleet of less polluting vehicles which, under the Port's Clean Trucks Program, will reduce truck-related air pollution by 80 percent by 2012. 6. Appliance Manufacturer to Pay Civil Penalty for Failure to Inform CPSC of Defect

The Consumer Product Safety Commission announced that Haier America Trading LLC, of New York City, has agreed to pay a civil penalty of $587,500 to settle allegations that the appliance manufacturer failed to inform CPSC of a defect and fire hazard in the company's Oscillating Tower Fan, model FTM140GG. 7. Canada Posts Free Trade Agreement and Customs Acts, Etc.

9. Canada's DFAIT Posts Notices on TRQ for Butter, Dairy Spreads

Canada's DFAIT has posted a notice to inform importers of the Minister's policies and practices respecting the administration of the 3,274,000 kilogram tariff rate quota (TRQ) for butter, dairy spreads, and fats and oils derived from milk, other than butter or dairy spreads, and to inform importers that the TRQ for butter, dairy spreads, and fats and oils derived from milk, other than butter or dairy spreads for the 2009/2010 marketing year has been entirely allocated to the Canadian Dairy Commission (CDC). 11. BIS Adds 13, Removes 3 From Entity List

The Bureau of Industry and Security has issued a final rule, effective July 21, 2009, that amends the Export Administration Regulations by adding thirteen additional persons to the Entity List (Supplement No. 4 to Part 744) as they are acting contrary to the national security or foreign policy interests of the U.S. Also, three persons are being removed from the list, and a correction is being made to the address of one person on the list. 12. OFAC Final Rule on Title of Cote d-Ivoire Regulations

The Office of Foreign Assets Control has issued a final rule, effective July 21, 2009, that is amending the Persons Contributing to the Conflict in Cote d'Ivoire Sanctions Regulations, 31 CFR 543, to change the heading of the regulations to ''Cote d'Ivoire Sanctions Regulations'' for the sake of consistency with other sanctions regulations. The Office of Foreign Assets Control is publishing the names of four newly-designated (one Afghan and three Pakistani) individuals whose property and interests in property are blocked pursuant to Executive Order 13224, ''Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten To Commit, or Support Terrorism.''
