Immigration and Customs Enforcement reports that its criminal arrests on the Southwest Border have increased more than 17 percent through the first three quarters of Fiscal Year (FY) 2009, compared to the same period in FY 2008. In the nine months from Oct. 1, 2008 through June 29, 2009, ICE made 6,834 criminal arrests compared with 5,802 arrests during the same period last year. 2. Canada Considers Requiring Exports to be Electronically Reported

The Canada Border Services Agency has posted Customs Notice CNO9-015 on Adopting Electronic Export Reporting. The purpose of the notice is to inform the export community that CBSA is reviewing the Reporting of Exported Goods Regulations (Regulations) and that requiring exports to be reported electronically has been identified as a priority of the review. 3. Census Announces Update of HTS Codes for July 2009

The Census Bureau has issued an AES broadcast announcing that the updated 2009 AES Import Concordance is available at http://www.census.gov/foreign-trade/aes/documentlibrary/index.htmlconcordance. Census states that all the necessary changes have been made to the AES and the AESDirect program. The list of HTS Codes that are not valid for AES has also been updated at http://www.census.gov/foreign-trade/aes/documentlibrary/hts-not-for-aes.html. Census urges AESPcLink users to update their AESDirect Code Tables. 4. Census Announces Extended AES Outage on July 25-26, 2009

The Census Bureau has issued an Automated Export System broadcast announcing that AES Production Region (shipments for live data) will undergo an extended outage for hours beginning at 11:00 PM EST July 25, 2009. The region will be restored by 4:00 AM EST July 26, 2009. During these outages, incoming AES shipments will be stored in a queue and once the regions are restored processing will continue and messages will be returned to the filers. 5. EU, Canada Settle WTO Dispute on Genetically Modified Organisms

The European Union and Canada have signed a final settlement of the WTO dispute that Canada brought against the EU in May 2003 regarding EU legislation on genetically modified organisms. The mutually agreed solution provides for the establishment of a regular dialogue on issues of mutual interest on agriculture biotechnology. The EU hopes it can follow the same approach with the U.S. and Argentina who are also parties to this dispute. 7. CBSA Issues Fact Sheet on PIP Program

Canada Border Services Agency (CBSA) has issued a fact sheet on its Partners in Protection (PIP) program, a voluntary initiative to help detect and prevent contraband smuggling and to secure the supply chain, that in June 2008 became party to a Mutual Recognition Arrangement with the U.S.' Customs-Trade Partnership Against Terrorism (C-TPAT). 8. WTO Reports Progress Being Made in Laos' Bid for WTO Membership

The World Trade Organization reports that progress is being made in Laos' negotiation process for WTO membership that began 12 years ago. The working party of WTO members negotiating with Laos agreed on July 14, 2009 that it can start to consider Laos' future commitments in a range of subjects. 9. FAS Reports Acceptance of Two DEIP Bids for Nonfat Dry Milk

The Foreign Agricultural Service reports that the U.S. Department of Agriculture's Commodity Credit Corporation has accepted two bids from an exporter, Interfood Inc., under the Dairy Export Incentive Program for nonfat dry milk to Africa and Middle East. The award totaled 140 metric tons. The remaining global DEIP balance is 47,536 metric tons. 10. FMCSA Meeting on Unified Carrier Registration Plan

The Federal Motor Carrier Safety Administration is announcing an August 6, 2009 meeting of the Unified Carrier Registration Plan Board of Directors. The Board will continue its work in developing and implementing the Unified Carrier Registration Plan and Agreement. 11. OFAC Updates List of Authorized Providers for Certain Services to Cuba

The Office of Foreign Assets Control has updated its list of authorized providers of air, travel, and remittance forwarding services to Cuba. OFAC periodically and routinely updates the names and addresses of the Service Providers for the benefit of the public. 12. OFAC Publishes Names of 25 Newly Blocked Narcotics Traffickers

The Office of Foreign Assets Control is publishing the names of 25 newly-designated individuals and entities whose property and interests in property are blocked, effective July 9, 2009, pursuant to Executive Order 12978, ''Blocking Assets and Prohibiting Transactions with Significant Narcotics Traffickers.''
