Canadian Prime Minister Harper has announced a new initiative to use the International Airport in Winnipeg Canada and surrounding land as a hub to import goods from Asia and Europe and then distribute those goods throughout North America by air, rail and road. The governments of Canada and Manitoba are jointly funding the next phase of this project, which involves building a high-speed transportation corridor. 2. BEA Issues February 2009 Report on Int'l Trade In Goods & Services

The Bureau of Economic Analysis has issued the February 2009 U.S. International Trade in Goods and Services report, which showed that U.S. exports increased by 1.6% to $126.8 billion since January 2009. Imports decreased 5.1% to $152.7 billion. Overall, the trade deficit shrank 28.3% during the same time period. See the Commerce Secretary's statementhere. 3. FAS Issues Commodity Report on China's Winter Wheat Situation

4. NOAA Announces Additional Public Hearing for Proposed Rule on IUU Fishing

The National Oceanic and Atmospheric Administration is announcing that it will hold another day of hearings on its proposed rule regarding the identification and certification of nations whose fishing vessels are engaged in illegal, unreported, or unregulated (IUU) fishing or bycatch of protected living marine resources. The additional hearing date will be held in Hawaii on April 27, 2009. The due date for written comments has not changed and must be received no later than 5:00 p.m. Eastern time on May 14, 2009. 5. FTZB Notice on Application to Reorganize/Expand FTZ 15 in Missouri

The Foreign Trade Zones Board is announcing that an application has been submitted by Greater Kansas City Foreign-Trade Zone, Inc., grantee of FTZ 15, requesting authority to reorganize and expand the zone in the Kansas City, Missouri area, within the Kansas City Customs and Border Protection port of entry. 7. BIS Adds Six Additional Parties to Temporary Denial Order Barring Re-Export of Attack Boat for Iranian Military

The Bureau of Industry and Security has added six parties to a Temporary Denial Order (TDO) issued to halt the re-export of a powerboat for use by the Iranian Navy. The TDO named the Islamic Republic of Iran Shipping Lines (IRISL) and Tadbir Sanaat Sharif Technology Development Center (TSS), both based in Tehran, Iran, and Icarus Marine Pty. Ltd., of South Africa as Denied Persons The TDO is now applicable to three additional parties related to IRISL: Ghasem Nabipour of Hong Kong and Iran, and Ahmad Sarkandi of Hong Kong, Iran and England, and Starry Shine International Limited of Hong Kong, BIS also added three parties as related persons to Icarus Marine Pty. Ltd: Shawn Hugo de Villiers of South Africa, Gunther Migeotte of Norway and South Africa and Icarus Design, AS of Norway. Federal Register notice availablehere. The Consumer Product Safety Commission has published 14 Provisional Acceptances of Settlement Agreements and Orders for public comment by May 1, 2009.
