AD: Japan Polychloroprene Rubber

The International Trade Administration has issued the final results of its antidumping duty changed circumstances review of polychloroprene rubber from Japan and is partially revoking the AD duty order with respect to certain types of chemical dispersions.

AD Order Scope Amended, Partially Revoked for Certain Chemical Dispersions

The ITA is partially revoking and amending the scope of the AD duty order on polychloroprene rubber from Japan to exclude the following:

Polychloroprene rubber with aqueous dispersions of 2-chlorobutadiene-1,3 homopolymers, where the polymer content of the dispersion is between 55 weight percent and 61 weight percent and the dispersed homopolymer contains less than 10 weight percent of a tetrahydrofuran-insoluble fraction.

Liquidation, Refund of AD Duties for Excluded Chemical Dispersions

The ITA will instruct the U.S. Customs and Border Protection to terminate the suspension of liquidation of entries of certain polychloroprene rubber meeting the specifications indicated above with a time of entry on or after December 18, 2008.

Entries of subject merchandise prior to December 18, 2008 will continue to be subject to suspension of liquidation and AD duty cash deposit requirements.
