2. Committee on Ten-Year Framework for Energy, Environment Cooperation with China Meeting

The Treasury Department has issued a notice announcing that Advisory Committee on the Ten-Year Framework for Energy and Environment Cooperation with China will convene its first open meeting on December 1, 2008 in Washington, DC. 3. LG, Sharp, Chunghwa Agree to Plead Guilty, Pay Fines for LCD Price-Fixing Conspiracies

The Justice Department has posted a press release stating that three leading electronics manufacturers - LG Display Co. Ltd., Sharp Corp. and Chunghwa Picture Tubes Ltd. - have agreed to plead guilty and pay a total of $585 million in criminal fines for their roles in conspiracies to fix prices in the sale of liquid crystal display (LCD) panels. Of the $585 million in fines, LG will pay $400 million, the second highest criminal fine ever imposed by the Department's Antitrust Division. 4. OFAC Adds Entity to SDN List

The Office of Foreign Assets Control has issued a notice announcing that it added an entity to its Specially Designated Nationals (SDN) List. OFAC has also posted an updated version of its SDN List. 5. OMB Receives for Review PHMSA Rail Safety, Security Final Rule

The Office of Management and Budget received on September 11, 2008, and is reviewing the Pipeline and Hazardous Materials Safety Administration final rule entitled "Hazardous Materials: Enhancing Rail Transportation Safety and Security for Hazardous Materials Shipments." 6. GAO Correspondence on Energy Efficiency and Speed Limits

The Government Accountability Office has released its letter entitled "Energy Efficiency: Potential Fuel Savings Generated by a National Speed Limit Would Be Influenced by Many Other Factors." Among other things, the GAO notes that the Department of Energy recently estimated that a national speed limit of 55 mph could yield possible savings of 175,000 to 275,000 barrels of oil per day. 9. Canada Posts Information on Turkey, Turkey Products TRQ

Foreign Affairs and International Trade Canada has posted a notice (1) outlining the Minister's policies and practices respecting the administration of the tariff rate quota (TRQ) for turkey and turkey products; and (2) inviting applications for shares of the turkey and turkey products TRQ for 2009, including shares of the non-ICL portion (commonly referred to as the FTA portion) of the TRQ.
