The Department of Homeland Security has issued a press release announcing the completion of Southern Exposure, a full-scale exercise (FSE) marking the culmination of the Southeast Transportation Corridor Pilot (SETCP). The exercise ran from Oct. 23 through Nov. 5, 2008, and was sponsored by the DHS Domestic Nuclear Detection Office (DNDO), along with other federal, state, and local participants. The FSE was intended to demonstrate the Southeast region's capabilities to coordinate, communicate, and respond during and after a possible radiological/nuclear threat to the region's interstate highways. The Embassy of China in the U.S. reports that China has released its first policy paper on Latin America and the Caribbean ahead of President Hu Jintao's Latin American tour, eyeing closer ties with the region. 3. APHIS Proposes to Allow Importation of Longan from Taiwan

The Animal and Plant Health Inspection Service has issued a proposed rule to allow the importation of commercial shipments of fresh longan with stems from Taiwan into the U.S. if certain conditions are met. 4. OFAC Revokes Iran's "U-Turn" License, Etc.

The Office of Foreign Assets Control has issued a final rule, effective November 7, 2008, amending the Iranian Transactions Regulations, to narrow the scope of an existing section by revoking an authorization previously granted to U.S. depository institutions to process "U-turn" transfers, and to make certain other conforming and technical changes. A Treasury Department press release on the revocation of the "U-turn" license for Iran has been posted. 5. CBP Corrects Final Rule on 19 CFR Part 102

U.S. Customs and Border Protection has issued a notice making a technical correction to the final rule it published on October 30, 2008 which modified 19 CFR Part 102 to reflect recent changes in the Harmonized Tariff Schedule. On page 64539, in 19 CFR 102.21, in the table, in the first column, in the first entry, "6209.20.1000...." should read "6209.20.1000-." 6. OFAC Releases New Guidance on Securities Industry

The Office of Foreign Assets Control has release a new guidance specific to the securities industry, entitled, "Opening Securities and Futures Accounts from an OFAC Perspective." OFAC also posted a risk matrix for the securities sector as of November 2008.
