Nearly 100 members of the International Longshore & Warehouse Union Caucus are meeting in San Francisco from August 18 to August 22 to review the Memorandum of Understanding for the new contract that covers longshore workers and marine clerks that ILWU's Negotiating Committee reached with the Pacific Maritime Association on July 28, 2008. At the end of the week, delegates will decide on whether to send the proposed agreement to the rank and file for their consideration and a vote in September. 1. ILWU Caucus Convenes to Review MOU on New Contract
2. LA Bulletin on CBP's Maritime Container Seal Requirement
U.S. Customs and Border Protection's Port of Los Angeles issued a Public Bulletin to inform vessel carriers and other interested parties of the new requirements regarding the sealing of containerized maritime cargo. Effective October 15, 2008, all maritime containers in transit to the U.S. must be sealed utilizing seals meeting the standards set forth in the ISO/PAS 17712. All loaded containers, including foreign cargo remaining on board (FROB), arriving by vessel at a port of entry in the U.S. on or after October 15, 2008, are required to be sealed with a seal meeting this standard. 3. LA/LB to Hold Seminar on Classification, AD Duty Issues for Certain Plastic Articles
CBP's Port of Los Angeles issued a Public Bulletin announcing that the Los Angeles/Long Beach Seaport will hold a seminar on plastic bags, bottles, and other articles of conveyance, for the broker/importer community on September 17, 2008. 4. OFAC Designates 4 Individuals under Terrorism EO
The Office of Foreign Assets Control is publishing the names of four newly-designated individuals whose property and interests in property are blocked pursuant to Executive Order 13224 of September 23, 2001, Blocking Property and Prohibiting Transactions with Persons Who Commit, Threaten to Commit, or Support Terrorism. 5. OFAC Designates 2 Entities under Syria EO
OFAC is publishing the names of two entities that have been identified as entities in which Rami Makhluf, a person whose property and interests in property are blocked pursuant to Executive Order 13460 of February 13, 2008, Blocking Property of Additional Persons in Connection With the National Emergency with Respect to Syria, owns, directly or indirectly, a 50 percent or greater interest.
