The U.S. Department of Agriculture has issued a press release announcing that the U.S. Climate Change Science Program (CCSP) has released "Synthesis and Assessment Product 4.3 (SAP 4.3): The Effects of Climate Change on Agriculture, Land Resources, Water Resources, and Biodiversity in the United States." The CCSP integrates the federal research efforts of 13 agencies on climate and global change. 2. CBSA Issues Revised Memo on Rules of Origin
The Canada Border Services Agency has posted a revised memorandum entitled, "Rules Of Origin Respecting The General Preferential Tariff And Least Developed Country Tariff." The revision of this memorandum is part of an overall revision of the D11-4 and D11-5 Memoranda series. 3. CBP Notice on Trusted Traveler Pilot Name Change, Starting Date, Etc.
U.S. Customs and Border Protection has issued a general notice announcing that the International Registered Traveler Pilot Program is now known as the Global Entry program and that the starting has been moved up to June 6, 2008. CBP's notice also updates the contact information for the Enrollment Center at Washington Dulles International Airport. 5. APHIS Final Rule on Treatment Options for Plant Pests
The Animal and Plant Health Inspection Service has issued a final rule, effective June 26, 2008, which amends the regulations for the treatment of plant pests by removing two treatment options that are believed to be ineffective at neutralizing their target plant pests. APHIS is also removing two treatment schedules that are no longer authorized for use and clarifying the fruits and vegetables on which two methyl bromide treatments may be used. 6. OFAC Designates 12 Entities, Updates Info Under Drug Trafficking EO
The Office of Foreign Assets Control has issued a notice containing the names of 12 newly-designated entities whose property and interests in property are blocked pursuant to Executive Order 12978 of October 21, 1995, Blocking Assets and Prohibiting Transactions with Significant Narcotics Traffickers. In addition, OFAC is publishing changes to the identifying information associated with nine persons previously designated pursuant to EO 12978. 7. State Dept Amends Designation of Islamic Group as Terrorist Organization
The State Department has issued a notice stating that there is a sufficient factual basis to find that the Islamic Jihad Group is now known as Islamic Jihad Union (IJU), aka Islomiy Jihod Ittihodi. Therefore, the State Department is amending the designation of that organization as a foreign terrorist organization and further amending the 2005 designation of that organization to include the new names. 8. GAO Letter on FDA Compliance on Condom Labels
The Government Accountability Office released its letter to Senator Coburn from the Senate Homeland Security and Governmental Affairs Committee's Subcommittee on Federal Financial Management, Government Information, Federal Services, and International Security regarding the Food and Drug Administration's compliance with the statutory requirement to reexamine condom labels. 9. OFAC Posts SDN List Updated as of May 27, 2008
The Office of Foreign Assets Control has posted a list of its Specially Designated Nationals (SDN), updated as of May 27, 2008.
