Chicago and Cleveland CBP have issued Pipelines stating that Census has announced that its Automated Foreign Trade Zone Reporting Program for FTZ operators will be discontinued on April 1, 2008, as it has determined that the electronic CBP Form 214 (e-214) meets its statistical standards. Census sources state that operators seeking an extension of the April 1, 2008 deadline should contact the Census Bureau. 2. Reebok to Pay $1 Million for Violation of Hazardous Substances Act

The Consumer Product Safety Commission announced that Reebok, a manufacturer of athletic shoes and apparel, has agreed to pay the government a $1,000,000 civil penalty. This penalty, which has been provisionally accepted, is the largest for a Federal Hazardous Substances Act (FHSA) violation and follows a recall announced by CPSC and Reebok of 300,000 bracelets. 4. LB Seeking Truck, Financing Proposals for its Clean Trucks Program

The Port of Long Beach, moving ahead with its Clean Truck Program, has issued a Request for Proposals for suppliers of heavy-duty trucks, and issued a Request for Qualifications for at least one financial institution to assist in the acquisition of the trucks. 5. New Laws May Require Supply Chain Owners to Measure Emissions

American Shipper reports that new laws may require supply chain owners and operators to measure transportation fuel consumption and emissions; and new packaging materials may be mandated by industry, customers, and consumers. Executives in any sector whose product emissions are a concern will have to cope with regulations to reduce emissions from products and from the delivery of services. 6. LA Public Bulletin on LA/LB Import Specialist Teams

U.S. Customs and Border Protection's Port of Los Angeles has issued a Public Bulletin in order to provide the public with updated information regarding commodities and personnel assigned to import specialist and entry teams at the Los Angeles/Long Beach Seaport. Effective March 31, 2008, some of the supervisors assigned to import specialist teams at the LA/Long Beach Seaport are changing; however, the Harmonized Tariff Schedule number assignments have not changed. 7. OMB Completes Review of Final Rule on WHTI for Land and Sea Travel

The Office of Management and Budget has completed its review of a final rule to require that U.S. citizens and nonimmigrant aliens from Canada, Bermuda and Mexico entering the U.S. at sea and land ports-of-entry from Western Hemisphere countries present an authorized travel document that denotes identity and citizenship in circumstances where travel was previously permitted without such a document. 8. OFAC Designates 4 Individuals under Terrorism EO

The Office of Foreign Assets Control has issued a notice publishing the names of four newly-designated individuals, whose property and interests in property are blocked pursuant to Executive Order 13224 of September 23, 2001, "Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten To Commit, or Support Terrorism." The list of designees is as follows: AL MAZIDIH, Akram Turki Hishan; AL MAZIDIH, Badran Turki Hishan; AL MAZIDIH, Ghazy Fezza Hishan; and AL-MARSUMI, Saddah Jaylut.
