AD: Romania Certain Hot-Rolled Carbon Steel Flat Products
The International Trade Administration has issued its final results of the antidumping duty administrative review of certain hot-rolled carbon steel flat products from Romania for the period of November 1, 2005 through October 31, 2006.

No Cash Deposit for Reviewed Company, Order Revoked Effective 11/29/06
According to the ITA, this review covers 1 producer/exporter, Mittal Steel Galati S.A. However, no cash deposit is required for this company, as the ITA revoked this AD duty order and has previously notified U.S. Customs and Border Protection to discontinue suspension of liquidation and collection of cash deposits on entries of the subject merchandise with a time of entry on or after November 29, 2006, the effective date of the revocation of the order. Assessment Instructions for the Review Period (11/01/05 - 10/31/06)
The ITA intends to issue appropriate assessment instructions directly to U.S. Customs and Border Protection 15 days after December 17, 2007. It has calculated an importer-specific assessment rate by dividing the total dumping duties due by the entered value of sales analyzed, and will direct CBP to liquidate the appropriate entries at this rate.
The ITA adds that for entries of subject merchandise during the review period produced by the company included in these final results of review for which the reviewed company did not know its merchandise was destined for the U.S., the ITA will instruct CBP to liquidate unreviewed entries at the all-others rate if there is no rate for the intermediate company(ies) involved in the transaction.
