The Long Beach Board of Commissioners on December 17, 2007 approved a cargo fee to help fund clean trucks and improve air quality that will place a $35 charge on every loaded twenty-foot equivalent (TEU) cargo container entering or leaving any terminal by short-haul (or "drayage") truck beginning June 1, 2008. The fee will not apply to containers entering or leaving the Port by train and will end when the fleet of drayage trucks meets Clean Air Action Plan (CAAP) requirements in about 2012. The Port of Los Angeles is scheduled to consider a similar fee December 20, which would apply the Clean Truck Fee to the entire San Pedro Bay. Congressional Quarterly reports that the House of Representatives passed an "omnibus" appropriations bill on December 17, 2007 and that the Senate was expected to take up the bill on December 18, 2007. 3. BIS Denies Certain Export Privileges for Export to Iran Without License

The Bureau of Industry and Security has issued an Order denying certain export privileges until October 13, 2016 against Ernest Koh Chong Tek, a federal inmate, for activities related to the export of civilian aircraft wheel components and vanes from the U.S. to Iran without the required validated export license from the Commerce Department and the Office of Foreign Assets Control. 4. BIS Denies Certain Export Privileges for Export of Controlled Items to China Without License

BIS has issued an Order denying certain export privileges until May 4, 2016 against Xu Weibo aka Kevin Xu, a federal inmate; and related persons Hao Li Chen aka Ali Chan, a federal inmate; Xiu Ling Chen aka Linda Chen; and Kwan Chun Chan aka Jenny Chan for activities related to the export of certain Commerce-controlled items, including defense articles designated as "military electronics" on the U.S. Munitions List, from the U.S. to China without obtaining the required license for such export.
