AD: Romania Certain Cut-to-Length Carbon Steel Plate
The International Trade Administration has issued its final results of the antidumping duty administrative review of certain cut-to-length carbon steel plate from Romania for the period of August 1, 2005 through December 14, 2005.

No Cash Deposit for Reviewed Company, Order Revoked Effective 12/15/05
According to the ITA, this review covers 1 producer/exporter, Mittal Steel Galati, S.A. (MS Galati). However, no cash deposit is required for this company, as the ITA revoked this AD duty order and has previously instructed U.S. Customs and Border Protection to discontinue suspension of liquidation and collection of cash deposits on entries of the subject merchandise with a time of entry on or after December 15, 2005, the effective date of the revocation of the order. Assessment Instructions for the Review Period (08/01/05 - 12/14/05)
The ITA states that it intends to issue assessment instructions to CBP 15 days after November 9, 2007. The ITA will direct CBP to liquidate any entries manufactured by MS Galati with a time of entry during the review period at the rate of 0.61%.
The ITA adds that for entries of subject merchandise during the review period produced by companies included in these final results of review for which the reviewed companies did not know that the merchandise they sold to the intermediary (e.g., a reseller, trading company, or exporter) was destined for the U.S., the ITA will instruct CBP to liquidate unreviewed entries at the "all-others" rate if there is no rate for the intermediate company(ies) involved in the transaction.
