CBP States Importers of Rough Diamonds Must Fax Copy of the Kimberly Process Certificate to Census
U.S. Customs and Border Protection has issued an ABI administrative message stating that all importers of rough diamonds must fax a copy of their Kimberly Process Certificate (KPC) to the Census Bureau upon making entry with U.S. Customs and Border Protection.

(The Clean Diamond Trade Act (Public Law 108-19) prohibits the importation into, or exportation from, the U.S. on or after July 30, 2003, of any rough diamond, from whatever source, unless the rough diamond has been controlled through the Kimberly Process Certification Scheme. Kimberly Process Certificate Must be Faxed to Census 800 Number
According to trade sources, this requirement is necessary for the U.S. to properly implement the Kimberly Process Certification Scheme. CBP states that copies of the KPC must be faxed to Census at 1-800-457-7328.
Census is Responsible for Collecting, Publishing Import/Export Statistics
The Census Bureau is responsible for collecting, compiling and publishing import and export statistics for the U.S. under the provisions of 13 USC and 15 USC. Also, P.L. 108-19 requires the Census Bureau to maintain statistics on imports and exports of rough diamonds under HTS subheadings 7102.10, 7102.21 and 7102.31.
