The Washington Post reports that following the recall of millions of toys by Mattel Inc., The Walt Disney Co. said it will independently test toys featuring its characters and will start requiring licensees such as Mattel to submit their own test results before allowing products to hit shelves. 2. CBP Proposes to Amend its Regs to Add San Antonio Airport to List of Designated Landing Locations

U.S. Customs and Border Protection has issued a proposed rule to amend its regulations at 19 CFR Part 122 by adding the San Antonio International Airport (SAT), located in San Antonio, Texas, to the list of designated airports at which certain aircraft arriving in the continental U.S. from certain areas south of the U.S. must land for CBP processing. Comments must be received on or before November 13, 2007. 3. Excise Tax Exemption for Low Volume Imports of Certain Firearms

The Alcohol and Tobacco Tax and Trade Bureau has issued a final rule, effective September 11, 2007, which amends 27 CFR Part 53 to reflect the small manufacturers' excise tax exemption added by section 11131 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), which exempts any pistol, revolver, or firearm from excise tax if it was manufactured, produced, or imported by a person who manufactures, produces, or imports less than an aggregate of 50 such articles during the calendar year. 4. TTB Authorizes New Materials/Processes for Treatment of Wine and Juice

The TTB has issued a final rule, effective September 11, 2007, which amends 27 CFR Part 24 to adopt temporary regulations that revised the list of materials authorized for the treatment of wine and juice and the list of processes authorized for the treatment of wine, juice, and distilling material, including the addition of new materials and processes and changes to the limitations on the use of certain approved materials.
