CBP Posts Updated ACE/ITDS SDS Report to the Trade, Posts Megamatrix
U.S. Customs and Border Protection has posted to its Web site its June 2007 Report to the Trade on the Automated Commercial Environment/International Trade Data System Standard Data Set (SDS). CBP has also posted the ITDS Megamatrix.

(The SDS is a comprehensive list of data elements required by government agencies with a role in the import/export process; its goal is to support the ACE/ITDS vision of harmonized data and a seamless automated approach ("single window") to federal regulation at U.S. borders.)
Report Covers Manifest and Entry/Entry Summary Data
The June 2007 version of the SDS Report to the Trade is split into two parts (and spreadsheet files): (1) data filed with the manifest and (2) data filed with the entry/entry summary. (Previously, these two parts were offered as one spreadsheet file separated by tabs.)
The material1 in the report is intended to present the data elements that the trade will be asked to file. It also references current EDI messages, the World Customs Organization (WCO) names of data elements, the participating government agencies (PGAs) that will use the data elements, etc.
Report Reflects Informational Needs of CBP and 25 PGAs
The trade-reported SDS data elements reflect the informational needs of CBP and the 25 PGAs that submitted their data requirements to ITDS. The presentation notes that as agencies are added, the SDS may expand to include additional data elements.

(The presentation also notes that the data harmonization effort is intended to support (1) a single window concept (enter data once and it is sent to agencies that require it), (2) a reduction in paper form filing to multiple government agencies, (3) improved decision making by PGAs, and (4) expedited inspection, release, and transfer of goods.)
Suggestions for Improvement, Etc. May Be Submitted
According to the ITDS SDS presentation, it welcomes suggestions for improvement, streamlining, and enhanced accuracy. ITDS notes that with respect to manifest, cargo release, and entry summary data, the data are being defined from the point of view of CBP and the PGAs, and it welcomes input from a wider audience, such as carriers, importers, sureties, brokers, FTZs, etc.
Comments and questions should be submitted to either or both of the TSN-ITDS committee co-chairs (Sandra Scott - SScott@sasyncborders.com and Max Castillo - mcastillo@ora.fda.gov) and the Data Harmonization Lead Team (Min Amin - Minaxi.Amin@associates.dhs.gov).
Megamatrix Also Posted
CBP has also posted the ITDS Megamatrix, which sources have previously stated includes data that is reported by the trade, data that is system generated, data provided by PGAs, etc. (Note that sources state that this is the complete Megamatrix; CBP had previously only posted a Megamatrix sample.)
