Shippers' NewsWire reports that the third erroneous shipment of beef mistakenly sent to South Korea was intended for U.S. use and was sent by a South Korean company in California that exported the products to Korea. Korea's government stopped all U.S. beef imports for four days while it investigated the first two erroneous shipments, which sent 66.4 tons of U.S. beef to Korea in violation of the country's import rules. 2. Container User Fee Might Not Pass in California, But Infrastructure Needs Must Still be Paid For

The Journal of Commerce reports that California State Senator Lowenthal stated that the proposed $30-per-TEU California state user fee on containers passing through the ports of Los Angeles, Long Beach, and Oakland might not pass this year, but that one way or the other, shippers and carriers will have to pay for infrastructure needed to handle increasing volumes of freight. 3. PCC Announces Summer Series of Customs Educational Seminars

The Pacific Coast Council of Customs Brokers and Freight Forwarders Associations, Inc. has announced that it will be presenting a series of one-day educational seminars during June and July 2007 in Los Angeles, Portland, Seattle, and San Francisco. 4. USA-ITA Issues 2007 Textile and Apparel Exporters' Antidumping Guide

The U.S. Association of Importers of Textile and Apparel (USA-ITA) has announced that it has issued its Textile and Apparel Exporters' Guide to U.S. Antidumping Investigations for 2007. USA-ITA states that this manual is designed to serve as a reference guide for textile and apparel exporters to the U.S. whose exports may be targeted in AD complaints filed with the U.S. authorities by competing U.S. producers. 5. Importation of Certain Fruit from Thailand Allowed Under Some Conditions

The Animal and Plant Health Inspection Service has issued a final rule, effective July 23, 2007, which amends the fruits and vegetables regulations to allow the importation of litchi, longan, mango, mangosteen, pineapple, and rambutan from Thailand under certain conditions of entry. Among other things, the final rule does not allow the importation and distribution of litchi and longan from Thailand into Florida due to the presence of litchi rust mite in Thailand. 6. GAIN Report on Registering Geographical Indications in China

The Foreign Agricultural Service has released a Global Agriculture Information Network (GAIN) report stating that in order to register a U.S. geographical indication in China, it must be protected in the U.S. first; there is no separate registration process for geographical indication. Once protected in the U.S., a geographic indication can be registered in China as a certification mark or a collective mark. 7. ITA Quarterly Update to Annual List of Foreign Subsidies on Cheese

The International Trade Administration, in consultation with the Secretary of Agriculture, has prepared its quarterly update to the annual list of foreign government subsidies on articles of cheese subject to an in-quota rate of duty during the period January 1, 2007 through March 31, 2007. 8. OFAC Blocks Property of 3 Individuals, Supplements Certain Information Under Terrorism EO

The Office of Foreign Assets Control has issued two notices which publish (1) the names of three newly-designated individuals, effective June 15, 2007, and (2) supplemental identification information for the names of twelve individuals, effective May 22, 2007, whose property and interests in property are blocked pursuant to Executive Order 13224 entitled "Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten To Commit, or Support Terrorism."
