Washington Trade Daily reports that House Ways and Means Committee Chairman, Charles Rangel, stated that the House could approve the bilateral free trade agreement with Peru next month as long as the workers rights and environmental protection provisions crafted by the Administration and lawmakers are incorporated into the text and after Peru's legislature agrees to the changes. The Chairman also told reporters he is not ready to give up on the pending FTA with Colombia, although Colombia would first have to address lawmakers' concerns about violence against union organizers. Rangel also noted that the Presidential Trade Promotion Authority (TPA) is expiring at the end of June, and he sees no likelihood of an extension, especially since the White House has not asked for one. 2. Japan, U.S. Expected to Hold Talks on Easing Japanese Beef Restrictions

The Journal of Commerce reports that Japan and the U.S. are expected to hold talks as early as late June 2007 on easing Japanese restrictions on U.S. beef imports, following Japan's announcement that it will stop re-inspecting all beef shipments from the U.S. and shift to a sampling system of inspections, after it found no safety problems at dozens of U.S. meatpacking facilities it inspected. 3. Trafficking in Elephant Ivory is Increasing, to be Addressed at CITES-CoP

The Washington File reports that illegal trafficking in elephant ivory is rising and will figure prominently in the upcoming 14th Convention on International Trade in Endangered Species (CITES) Conference of the Parties (CoP), especially considering recent, large seizures of contraband ivory and a proposal for legal sales. The Washington File reports that the Organization for Economic Cooperation and Development's Committee for Scientific and Technological Policy has formed the first official Working Party on Nanotechnology, which met May 8-9, 2007 in Belgium and addressed research cooperation, technology impacts, policy dialogues, and public outreach. 5. FDA Amends Color Additive Regs to Provide Safe Use of D&C Black No. 3

The Food and Drug Administration has issued a final rule, effective July 20, 2007, amending the color additive regulations at 21 CFR Part 74 to provide for the safe use of D&C Black No. 3 (bone black, subject to FDA batch certification) as a color additive in eyeliner, eye shadow, mascara, and face powder.
