The World Trade Organization (WTO) has issued a press release which reports that the WTO General Council has resumed its Doha negotiations fully across the board, and that political conditions are now more favorable for the conclusion of the Doha Round of WTO talks than they have been for a long time. 2. USDA Reports Detection of BSE in Canada, Does Not Expect Trade Impact
The Department of Agriculture (USDA) has issued a press release which states that on February 7, 2007, Canada announced a detection of bovine spongiform encephalopathy (BSE) in a mature bull from Alberta, Canada. The USDA states that it is dispatching an expert to Canada for an investigation, but it does not expect this detection to impact U.S. trade with Canada. 3. ITA Seeks Comments on Calculation of Non-Market Economy Wages
The International Trade Administration (ITA) has issued a notice announcing that it was seeking comments on the 2006 calculation of expected non-market economy (NME) wages for use as the surrogate value for direct labor in antidumping (AD) proceedings involving NME countries. The notice also presents the ITA's preliminary 2006 expected NME wages (see notice for calculation details and expected NME wages). 4. OFAC Amends Global Terrorism Sanctions Regulations to Define Term, Etc.
The Office of Foreign Assets Control (OFAC) has issued a final rule, effective January 26, 2007, which amends the Global Terrorism Sanctions Regulations to define the term "otherwise associated with" as used in 31 CFR 594.201 and to amend an explanatory note accompany that section (see notice for details).
