The Journal of Commerce reports that automakers in the U.S., Canada, and European Union (EU), facing declining sales at home, are pinning their hopes for a recovery on a huge surge in demand for their vehicles in China. However, the article notes that their prospects could be affected by a global dispute over China's new rules for imposing tariffs on foreign auto parts, which are the subject of a complaint filed by the U.S., Canada, and EU with the World Trade Organization (WTO). 4. APHIS Final Rule on Noxious Weeds and Imported Seeds

The Animal Plant and Health Inspection Service (APHIS) has issued a final rule, effective October 5, 2006, which adopts, without change, an interim rule that amended the noxious weed and imported seed regulations by adding South African ragwort (Senecio inaequidens DC.) and Madagascar ragwort (Senecio madagascariensis Poir.) to the list of terrestrial noxious weeds and to the list of seeds with no tolerances applicable to their introduction. 5. OFAC Revises Global Terrorism Sanctions Regulations, Etc.

The Treasury Department's Office of Foreign Assets Control (OFAC) has issued a final rule, effective July 6, 2006, that amends 31 CFR Parts 594, 595, and 597 by revising the Global Terrorism Sanctions Regulations, the Terrorism Sanctions Regulations, and the Foreign Terrorist Organizations Sanctions Regulations to authorize in-kind donations of medical devices and medical services by U.S. nongovernmental organizations (NGOs) to the Palestinian Authority Ministry of Health. 6. FDA Posts Various Notices to its Web Site

The Food and Drug Administration (FDA) has posted the following notices to its Web site:

FDA/CFSAN/OS to support the shellfish seafood safety assistance project. FDA has posted to its Web site a copy of a notice that the FDA, along with Center for Food Safety and Applied Nutrition (CFSAN) and the Office of Seafood (OS), issued announcing their intent to award, noncompetitively, a cooperative agreement to the Interstate Shellfish Sanitation Conference (ISSC) in the amount of $320,500 for fiscal year 2006, direct and indirect costs combined. FDA statement on foodborne E. coli O157:H7 outbreak in spinach-positive test results. FDA has posted to its Web site an updated statement on the foodborne E. coli O157:H7 outbreak in spinach. According to the statement, test results from the field investigation of the outbreak of E.coli O157:H7 in spinach are positive for E.coli O157:H7. Samples of cattle feces on one of the implicated ranches tested positive based on matching genetic fingerprints for the same strain of E. coli that sickened 199 people.
