The Journal of Commerce Online reports that Canada is protesting the new Animal Plant Health Inspection Service (APHIS) rule that imposes new border agricultural quarantine and inspection (AQI) charges on all commercial vessels, commercial trucks, commercial railroad cars, commercial aircraft and international air passengers. Also, Canadian grown fruits and vegetables that enter into the U.S. will no longer be exempt from AQI inspection. The Washington File reports that through in-country technical assistance and exchange programs, the U.S. Department of Agriculture (USDA) is helping governments learn how to adopt transparent, efficient and science-based food safety regulations that are replacing arbitrary bans on the import of biotechnology products. 2. OFAC Issues Enforcement Information for October 6, 2006

The Office of Foreign Assets Control (OFAC) has issued a document containing enforcement information for October 6, 2006. The document lists settlement with Koch Foods, L.L.C. for alleged violations of the Iraqi sanctions occurring during April 2002. 3. BIS Requests Comments on Potential Market Impact of Proposed Disposal Levels for Excess Materials for FY 2008

The Bureau of Industry and Security (BIS) has issued a notice advising the public that the National Defense Stockpile Market Impact Committee is seeking public comments, by November 15, 2006, on the potential market impact of the proposed disposal levels for excess materials from the National Defense Stockpile for the Fiscal Year (FY) 2008 Annual Materials Plan.
