The Office of the U.S. Trade Representative (USTR) has announced that on July 14, 2006, the U.S. and Cambodia signed a Trade and Investment Framework Agreement (TIFA) that will help enhance trade and investment between the two countries and will provide a forum to address bilateral trade issues. 2. USTR Issues Statement Following Second Round of Negotiations on U.S.-Korea FTA

The Office of the U.S. Trade Representative (USTR) has issued a statement by the Assistant USTR, Wendy Culter, on the conclusion of the second round of negotiations on a free trade agreement (FTA) between the U.S. and the Republic of Korea. Among other things, Culter indicated that pharmaceuticals was a controversial issue in negotiations with Korea and hopes that more progress can be made when the two sides meet again during the next round of talks in September. 3. ITA Initiates AD Investigation on Certain Polyester Staple Fiber from China

The International Trade Administration (ITA) has issued a fact sheet announcing its initiation of an antidumping (AD) duty investigation of certain polyester staple fiber from China. This investigation was initiated on July 13, 2006 and preliminary determinations are expected on August 7, 2006 (ITC) and November 30, 2006 (ITA). 4. CPSC Revises Regulations Governing its Involvement in Voluntary Standards Activities

The Consumer Product Safety Commission (CPSC) has issued a final rule, effective July 10, 2006, which amends its regulations at 16 CFR Part 1031 which govern the CPSC's involvement in voluntary standards activities. The revisions are intended to more accurately reflect current CPSC practices and strengthen oversight of staff involvement in standards making activities. CPSC sources state that no proposed rule was issued in this rulemaking process.
