The State Department has issued a notice announcing that the Secretary of State has determined and certified to Congress that Cuba, Iran, North Korea, Syria, and Venezuela are not fully cooperating with U.S. antiterrorism efforts. The State Department notes that Libya was not included on the list as it has taken significant and meaningful steps during the past three years to repudiate its past support for terrorism and to cooperate with the U.S. in its antiterrorism efforts. 2. APHIS Proposes Rule on Shift Cage Requirements

The Animal and Plant Health Inspection Service (APHIS) has issued a proposed rule that would amend the Animal Welfare Act regulations concerning the handling of animals to require that shift cages be used for certain species. 3. FDA Announces Availability of Final Guidance for Industry on Electronic Means to Distribute Certain Product Information

The Food and Drug Administration has issued a notice announcing the availability of a final guidance for industry entitled "Guidance for Industry: Using Electronic Means to Distribute Certain Product Information" dated March 2006. The final guidance explains that persons can distribute certain product information, such as for recalls and product safety, by electronic means. Written or electronic comments on agency guidance documents can be submitted at any time. 4. ITA Revokes Export Trade Certificate for Aires Group, Ltd.

The International Trade Administration (ITA) has issued a notice announcing that the Secretary of Commerce has determined to revoke the Export Trade Certificate of Review for Aires Group, Ltd., because the company failed to file an annual report as required by law. According to the ITA, the revocation is effective 30 days from May 3, 2006. 5. BIS Information Systems TAC to Hold Partially Open Meeting

The Bureau of Industry and Security (BIS) has announced a partially open meeting of the Information Systems Technical Advisory Committee (ISTAC) on July 26-27, 2006 in Washington, DC. ISTAC advises the Office of the Assistant Secretary for Export Administration on technical questions that affect the level of export controls applicable to computer systems and technology. 6. BIS Sensors and Instrumentation TAC to Hold Partially Open Meeting

The Bureau of Industry and Security (BIS) has issued a notice announcing that the Sensors and Instrumentation Technical Advisory Committee (SITAC) will meet on July 25, 2006 in Washington D.C. SITAC advises the Office of Assistant Secretary for Export Administration on technical questions that affect the level of export controls applicable to sensors and instrumentation equipment and technology. 7. BIS Denies Certain Export Privileges and Imposes Civil Penalty for Unauthorized Export-Related Activities by German Company

The Bureau of Industry and Security (BIS) has issued an order denying certain export privileges under its regulations for a period of twenty years and imposing a $77,000 civil penalty against each German company BiB Industrie-Handel Dipl.Ing M. Mangelsen GmbH and Mr. Malte Mangelsen in his individual capacity for activities involving the unauthorized export of spare parts for hydraulic shears. 8. BIS Issues Two Orders Denying Certain Export Privileges to Parties Exporting Electronic Components to China without License

The Bureau of Industry and Security (BIS) has issued two Orders denying certain export privileges to Universal Technology, Inc. and its chief executive officer Nei-Chein Chu (aka Pearl Li) for a period of twenty years, and imposing a civil penalty of $170,000 on the company, for activities involving the export of electronic components to China without the required license. 9. FTZB Report on Activity at Pharmaceutical Facility in Michigan

The Foreign Trade Zones Board (FTZB) has issued a notice announcing the availability of its report containing the preliminary findings of its review of activity related to ibuprofen-pharmaceutical products at Foreign-Trade Subzone 43D, at the manufacturing facilities of the Perrigo Company, in the Battle Creek, Michigan area.
