AD: Japan Large Newspaper Printing Presses and Components Thereof

The International Trade Administration (ITA) is initiating a review to reconsider the five-year sunset review that resulted in the revocation of the antidumping (AD) duty order on large newspaper printing presses and components thereof, whether assembled or unassembled, from Japan.

The ITA states that in reconsidering this sunset review, as with any sunset review, it will report to the International Trade Commission (ITC) whether or not there is a likelihood of continuation of dumping. In order to continue the AD order, the ITC must also find that injury is likely to recur or continue.

(In May 2005, the ITA self-initiated a changed circumstances review in order to consider information contained in a recent Federal court decision, Goss International, where evidence was presented demonstrating that Tokyo Kikai Seisakusho, Ltd. (TKS) intentionally provided false information regarding its sale, which was the subject of the ITA's 1997-1998 administrative review.

In the final results of the changed circumstances review, the ITA determined to (1) revise TKS' margin for the 1997-1998 review to apply a rate of 59.67% based on adverse facts available; (2) rescind the revocation of the AD duty order for TKS; and (3) reopen for reconsideration the sunset review that resulted in the revocation of the AD order.)
