American Shipper reports that in President Bush's proposed budget for fiscal year (FY) 2007, which was sent to Congress and made public on February 6, 2006, funding for the Department of Homeland Security (DHS) would be up 6% from the budget request from last year, with most of the difference earmarked for immigration enforcement and emergency preparedness. The article reports that requested funding would stay flat, compared with the budget request for last year, for border security programs such as the Container Security Initiative (CSI) and the Customs-Trade Partnership Against Terrorism (C-TPAT). 2. DHS Intends to Modify US-VISIT Program

The Department of Homeland Security (DHS) has issued a notice stating that it intends to modify the U.S. Visitor and Immigrant Status Indicator Technology (US-VISIT) Program to conduct the second phase of a live test of the technology required to read biometrically enabled travel documents that comply with international standards. DHS states that as a result, US-VISIT is revising its Privacy Impact Assessment and making it available on its Web site at http://www.dhs.gov/usvisit. 3. Transport Sec'y Announces Availability of Bonds for Freight Facilities, Etc.

The Office of the Transportation Secretary has issued a notice announcing the creation of a new class of tax-exempt facility bonds for qualified highway and surface freight transfer facilities. The total amount of such bonds is $15 billion and the Department of Transportation is currently soliciting requests for such allocations from interested entities meeting the statutory requirements. 4. Advisory Committee on Private Int'l Law's Secured Finance Group to Meet

The State Department has issued a public notice announcing that its Advisory Committee on Private International Law's study group on secured finance will hold a meeting in New York City on February 27, 2006 in order to review proposed recommendations for legislative reform on secured finance law under consideration by the United Nations (UN) Commission on International Trade Law. The Bureau of Industry and Security (BIS) has announced a partially open meeting of the Information Systems Technical Advisory Committee (ISTAC) on February 22-23, 2006 in San Diego, CA. ISTAC advises the Office of the Assistant Secretary for Export Administration on technical questions that affect the level of export controls applicable to information systems equipment and technology.
