The Journal of Commerce, reports that a third round of field trials for Operation Safe Commerce (OSC) are scheduled to begin in November 2005 at the ports of New York-New Jersey, Los Angeles-Long Beach, and Seattle-Tacoma, in order to test internal container sensors, nuclear/radiological weapons detection, and radio-frequency identification (RFID) technology, respectively. 2. House Subcommittee Assesses Effectiveness of AGOA

According to the Washington File, at a hearing to assess the effectiveness of the African Growth and Opportunity Act (AGOA) five years after its passage, one congressman stated that the program's duty benefits must be broadened to include more small-sized and medium-sized businesses in Africa. In addition, AGOA's coverage of Africa's agricultural sector, where about 80 percent of all sub-Saharan Africans earn their livelihoods, must be deepened. 3. WTO Issues Q&A Document, Fact Sheet on Pharmaceuticals and TRIPS

The World Trade Organization (WTO) has issued a questions-and-answers (Q&A document) as well as a fact sheet on the Trade Related Aspects of Intellectual Property Rights (TRIPS) Agreement's compulsory licensing provisions for pharmaceuticals. The WTO explains that compulsory licensing is when a government allows someone else to produce the patented product or process without the consent of the patent owner. 4. WTO Secretariat Reports Continued Decline in AD Investigations, Measures

The WTO Secretariat has issued a press release announcing that the number of new antidumping (AD) investigations and new final AD measures are continuing to decline. Among other statistics, the WTO reports that during January-June 2005, 15 members reported initiating a total of 96 new investigations, down from 106 initiations in the corresponding period of 2004.
