According to a brief statement from the U.S. Trade Representative (USTR), the U.S.-China textile talks which took place in Beijing on August 30 and 31, 2005, will continue in Beijing for a third day on September 1, 2005.

1. USTR Says U.S.-China Textile Talks to Continue on Thursday

The U.S. Association of Importers of Textiles and Apparel (USA-ITA) add that the decisions of the Committee for the Implementation of Textile Agreements (CITA) regarding six pending China safeguard requests may be announced or extended on September 1, 2005. 2. Oakland to Begin its Own Extended Gate Hour Test on September 6, 2005

The Journal of Commerce Online reports that beginning September 6, 2005, the Port of Oakland will initiate a pilot program of extended gate hours at one of the eight international container terminals in the harbor. The article states that the trial project will run for two to three months and that the terminal operated by SSA Marine will accept only export shipments during the night gates. According to the article, Oakland's extended gates project is a downsized version of the PierPASS program in Southern California. (JoC Online, dated 08/29/05, www.joc.com.)

3. FMSCA Notice on Commercial Vehicle Safety Inspection Concepts

The Federal Motor Carrier Safety Administration (FMCSA) has issued a notice inviting comments, suggestions and creative ideas by October 17, 2005 on new operational concepts to improve commercial vehicle safety inspections through more thorough performance-based inspections. 4. NIST Final Rule on the Fastener Quality Act

The National Institute of Standards and Technology has issued a final rule to amend thes regulations on the Fastener Quality Act of 1999, in order to provide that all documents submitted in connection with the recordal of fastener insignia must be mailed to the following postal box: Director, U.S. Patent and Trademark Office, P.O. 5. BIS Issues Order Imposing Export Sanctions on Sunford Trading, Ltd.

The Bureau of Industry and Security (BIS) has issued an order imposing a number of export sanctions against Sunford Trading, Ltd. of Hong Kong, including a $33,000 fine and a three-year revocation of its export privileges, for three violations of the export regulations involving Sunford's financing, forwarding, etc. of an industrial hot press furnace to the Beijing Research Institute of Materials and Technology in China in knowing violation of the regulations, without the required U.S. authorization or Department of Commerce license, etc. (BIS D/N 04-BIS-14, FR Pub 08/25/05, available at http://a257.g.akamaitech.net/7/257/2422/01jan20051800/edocket.access.gpo.gov/2005/pdf/05-16885.pdf )

6. Partially Open Meeting of BIS Regulations and Procedures Technical Advisory Committee

The Bureau of Industry and Security (BIS) has issued notice that its Regulations and Procedures Technical Advisory Committee (RPTAC) will meet on September 13, 2005 in Washington, D.C. 7. Correction to FSIS Proposed Rule to Revise Fees for Meat, Poultry and Egg Product Inspection Services
