AD: India Stainless Steel Wire Rod
The International Trade Administration (ITA) has issued the final results of the antidumping (AD) duty administrative review of stainless steel wire rod from India for the period of December 1, 2002 through November 30, 2003.

Revocation of AD Duty Order for Viraj
The ITA has determined that The Viraj Group (Viraj Alloys, Ltd. and VSL Wires Ltd.) (Viraj) qualifies for revocation of the AD duty order on stainless steel wire rod from India. As a result, this AD duty order will be revoked with respect to subject merchandise produced and exported by Viraj.
Therefore, the ITA is terminating the suspension of liquidation for any of the subject merchandise that is produced and exported by Viraj with a time of entry on or after December 1, 2003. The ITA adds that it will instruct U.S. Customs and Border Protection (CBP) to refund any AD cash deposits for such entries.

(a) The ITA has found that an AD duty rate of zero exists. As noted above, the AD duty order is being revoked for Viraj, effective December 1, 2003.
(b) For merchandise exported by other producers or exporters that were reviewed or investigated previously, the cash deposit rate will continue to be the most recent rate published in the final determination or final results for which the producer or exporter received an individual rate;
(c) If the exporter is not a firm covered in this review, a prior review, or the original investigation, but the manufacturer is, the cash deposit rate will be the rate established for the most recent period for the manufacturer of the subject merchandise; and
(d) If neither the exporter nor the manufacturer is a firm covered in this or any previous review, the cash deposit rate will be 48.80%, the "all others" rate established in the original investigation.
Assessment Instructions for the Review Period (12/01/02 - 11/30/03)
The ITA states that it will issue appropriate assessment instructions directly to CBP within 15 days of July 13, 2005.
The ITA also states that the AD duty assessment rates are importer- or customer-specific, and according to trade sources, may differ significantly from the AD cash deposit rates listed above.
