AD: Trinidad & Tobago Carbon and Certain Alloy Steel Wire Rod

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of carbon and certain alloy steel wire rod from Trinidad and Tobago for the period of April 10, 2002 through September 30, 2003.

(a) For previously reviewed or investigated companies not listed above but covered in the AD duty investigation, the AD cash deposit rate will continue to be the company-specific rate published for the final AD duty determination;

(b) If the exporter is not a firm covered in this review, a prior review, or the original AD duty investigation, but the manufacturer is, the AD cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and

(c) If neither the exporter nor the producer is a firm covered in this review or the investigation, the AD cash deposit rate will be 11.40%, the "all others" rate.

(The ITA revoked this AD order with respect to certain grade 1080 tire cord quality wire rod and grade 1080 tire bead quality wire, effective July 24, 2003. Therefore, for purposes of this review, there were two separate scopes in effect. From July 24, 2003 through September 30, 2003, the amended scope excluded the certain 1080 grades of wire rod no longer subject to this order.

In addition, the ITA notes that effective January 1, 2005, U.S. Customs and Border Protection (CBP) revised certain HTS numbers related to the scope of the subject merchandise. However, the HTS numbers listed in the ITA notice do not reflect these revisions.)

Assessment Instructions for the Review Period (04/10/02 - 09/30/03)

The ITA states that it will issue appropriate assessment instructions directly to (CBP) within 15 days of March 15, 2005.

The ITA also states that the AD assessment rates are importer/customer-specific, and according to trade sources, may differ significantly from the AD cash deposit rates listed above.
