AD: China Sebacic Acid
The International Trade Administration (ITA) has issued the preliminary results of its antidumping (AD) duty changed circumstances review of Sebacic Acid from China. The ITA has preliminarily determined that Tianjin has resumed dumping of sebacic acid produced by Hengshui during the July 1, 2002 through June 30, 2003 period of review, as alleged by a domestic interested party.

ITA Provisionally Reinstates Order for Tianjin/Hengshui
The ITA states that as these are preliminary results, it may still come to a conclusion that Tianjin has not resumed dumping. However, since it has preliminarily established that subject merchandise produced by Hengshui and exported by Tianjin is being sold at less than normal value, the AD duty order is hereby provisionally reinstated.
The ITA states that it will instruct U.S. Customs and Border Protection (CBP) to suspend liquidation of all entries of subject merchandise exported by Tianjin and produced by Hengshui with a time of entry on or after November 26, 2004.
In addition, the ITA states that it will instruct CBP to require a cash deposit equal to the preliminary AD margin below, for entries of subject merchandise produced by Hengshui and exported by Tianjin that have a time of entry on or after November 26, 2004:

The ITA states that it will complete this review by March 28, 2005, which is within 270 days of the June 25, 2004 initiation of these changed circumstances review.
