Miscellaneous International Trade Notices
The Washington Trade Daily (WTD) has reported that the House of Representatives has passed the conference version of HR 4520, which would repeal the World Trade Organization (WTO)-illegal Foreign Sales Corporation/Extraterritorial Income Act (FSC/ETI). According to WTD, the Senate is expected to act on HR 4520 on October 8th or 9th. 2. BIS Issues Penalties to Four Companies for Antiboycott Violations
The Bureau of Industry and Security (BIS) has issued press releases announcing that it has settled charges of antiboycott violations with four firms. BIS has previously stated that the Arab League boycott of Israel is the principal foreign economic boycott that U.S. companies must be concerned with today. BIS' civil penalties for these antiboycott violations are as follows:

3. Commerce Dept's Manufacturing Office to Hold Meeting on 3Rs Initiative
The International Trade Administration (ITA) has announced that the Commerce Department's Office of Manufacturing is hosting an outreach meeting on October 14, 2004 in Washington, DC to discuss the 3Rs Initiative (Reduce waste, Reuse and Recycle) that was introduced by Japan and supported by the U.S. at the 2004 G8 summit. 4. BIS Sensors and Instrumentation Technical Advisory Committee Meeting
The Bureau of Industry and Security (BIS) has announced that the Sensors and Instrumentation Technical Advisory Committee (SITAC) will hold a partially open meeting on October 26, 2004 in Washington, DC. 5. ITA Notice on Accepting Requests for Modification of 2005 Worsted Wool Fabrics TRQ
The International Trade Administration (ITA) issued a notice announcing that it would accept requests received or postmarked by 5 p.m. on October 5, 2004 for the modification of the in-quota amounts of the 2005 tariff-rate quotas (TRQs) on certain worsted wool fabrics under HTS 9902.51.11 and 9902.51.12. If a request is received, the ITA states it will then solicit comments on the request in the Federal Register and provide a 20-day comment period. 6. Closed Meeting of BIS Materials Technical Advisory Committee
The Bureau of Industry and Security (BIS) has issued a notice announcing that its Materials Technical Advisory Committee will hold a closed meeting on October 14, 2004 to with respect to technical questions that affect the level of export controls applicable to materials and related technology. 7. Opening Meeting of DHS IAIP National Infrastructure Advisory Council
The Department of Homeland Security's (DHS) Directorate of Information Analysis and Infrastructure Protection (IAIP) is announcing that the National Infrastructure Advisory Council (NIAC) will hold an open meeting on October 12, 2004. 8. Termination of Libya Emergency Declared in EO 12543, and Revocation of Related EOs
The President has issued Executive Order (EO) 13357, effective at 12:01 a.m. EDT on September 21, 2004, which terminates the national emergency declared in EO 12543 (except that certain actions taken before that date and time are not affected), and revokes that EO (EO 12543), EO 12544, EO 12801, and EO 12538. 9. State Dept Corrects its Notice Imposing Nonproliferation Measures on Chinese Entity
The State Department has issued a correction to an earlier notice imposing nonproliferation sanctions on a Chinese entity, in order to correct one of the alternative listed names for Xinshidai to New Era Group (from China New Era Group).
