AD: Japan Mechanical Transfer Presses

The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty administrative review of mechanical transfer presses (MTPs) from Japan for the period of February 1, 2002 through January 31, 2003, and as a result is revoking the AD duty order with respect to one entity.

Revocation of AD Duty Order for HZC/H&F

The ITA states that it is revoking the AD duty order on MTPs from Japan with respect to HZC/H&F because it found that HZC/H&F has (1) demonstrated three consecutive years of sales at not less than normal value; (2) made sales in commercial quantities for three consecutive years; (3) agreed to not to sell subject merchandise at less than normal value in the future, and (4) agreed to the immediate reinstatement of the AD duty order, if others remain subject to the order, if the ITA concludes that HZC/H&F has sold subject merchandise at less than normal value.

The ITA states it will instruct U.S. Customs and Border Protection (CBP) to terminate the suspension of liquidation and no longer require AD duty cash deposits for MTPs from Japan produced and exported by HZC/H&F that have a time of entry on/after February 1, 2003.

The ITA has previously stated that it has collapsed Hitachi Zosen Corporation (HZC) and its subsidiary Hitachi Zosen Fukui Corporation dba H & F Corporation (H&F) into one entity for purposes of this AD duty administrative review.

Assessment Instructions for the Review Period (02/01/02 - 01/31/03)

The ITA also states that it will instruct CBP to liquidate entries made during the period of review, without regard to AD duties, for subject merchandise that was both produced and exported by HZC/H&F.
