AD: China Sebacic Acid

The International Trade Administration (ITA) has initiated an antidumping (AD) duty changed circumstances review of sebacic acid from China to determine whether Tianjin Chemicals Import and Export Corporation (Tianjin) has resumed dumping of sebacic acid produced by Hengshui Dongfeng Chemical Co., Ltd. (Hengshui), as alleged by a domestic interested party.

Initiation of AD Duty Changed Circumstances Review

The ITA further states that it will consider whether it should reinstate the AD duty order with respect to sebacic acid exported to the U.S. by Tianjin and produced by Hengshui.

Affirmative Preliminary Results Will Result in Suspension of Liquidation

According to the ITA, if it preliminarily finds that Tianjin has resumed dumping sebacic acid produced by Hengshui, and thus should be reinstated in the existing AD duty order on sebacic acid from China, it will order U.S. Customs and Border Protection (CBP) to suspend liquidation of entries for all shipments of subject merchandise with a time of entry on or after the date of publication of the preliminary results of this AD duty changed circumstances review.

The ITA also states that it will issue its final results of this AD duty changed circumstances review within 270 days of June 25, 2004.
